XEBRA is the highest reproducibility PlayStation emulator.

I tested several games on my HTC M8. Game play is a little laggy and I would only call a few games playable.
Another issue, for me at least, is there is no external controller support. 
Although not required, I found using the official bios "SCPH1000.BIN" increased speed and playability.
